Trabaho ng mga opisyal ng gobyernong pagsilbihan tayo. Kung serbisyo ang hinihingi, pero binigay abuso- may parusa d’yan.
Dapat itong tandaan ng mga nasa gobyerno- opisyal at empleyado: Sa Article XI, Section 1 ng 1987 Constitution, idineklara na:
“Public office is a public trust. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives.”

Sa R.A. 6713 o “Code of Conduct and Ethical Standards for Public Officials and Employees” naman, nakasaad ang mga pamantayang dapat sundin sa pagsisilbi sa publiko:
Sa Section 4(b):
“Professionalism. – Public officials and employees shall perform and discharge their duties with the highest degree of excellence, professionalism, intelligence and skill. They shall enter public service with utmost devotion and dedication to duty. They shall endeavor to discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage.”

Sa Section 4(c) naman:
“Justness and sincerity. – Public officials and employees shall remain true to the people at all times. They must act with justness and sincerity and shall not discriminate against anyone, especially the poor and the underprivileged. They shall at all times respect the rights of others, and shall refrain from doing acts contrary to law, good morals, good customs, public policy, public order, public safety and public interest”

Sa Civil Service Commission (CSC) Rules on Administrative Cases in the Civil Service , may parusa para sa “conduct prejudicial to the best interest of the service.”
Ang administrative offense na ito- walang eksaktong definition, pero covered ang any act which “tarnishes the image and integrity of his or her public office.”
Ibig sabihin- anumang maling gawain na nakasisira sa imahe ng opisina at sa public service. At ang akto- indi kailangang konektado sa official functions ng public officer o employee.
Itinuturing itong grave offense, at kung matagpuang guilty ang inreklamo- may parusa na suspension of six (6) months and one (1) day to one (1) year for the 1st offense, at dismissal from service for the 2nd.
Pwede itong i-reklamo sa mismong opisina ng may sala o sa Civil Service Commission (CSC).
