Ang police blotter ay journal o logbook ng police kung saan tinatala ang crime incident reports, kasama ang detalye kung sino ang involved, anong nangyari, saan, kailan, at bakit.
Tinatawag rin itong “incident record.”
Importante ito dahil opisyal itong record ng police sa pag-report sa kanila at ang nalaman sa insidente, at nagsisilbing ring panimula para imbestigahan ng police ang pangyayari.
Makakatulong ito kung matuloy sa pagkakaso sa korte, dahil ang excerpt ng police blotter entries at incident record forms ay tinatanggap ng korte bilang ebidensya.
Pero- hindi porket may pina-blotter o nag-report sa police at rinecord nila ito- ibig sabihin ay may sala na ang inireklamo.
Ayon sa mga desisyon ng Korte Suprema, limitado ang halaga nito bilang ebidensiya.
“Entries in police records made by a police officer in the performance of the duty especially enjoined by law are prima facie evidence of the fact therein stated, and their probative value may be either substantiated or nullified by other competent evidence.
Although police blotters are of little probative value, they are nevertheless admitted and considered in the absence of competent evidence to refute the facts stated therein.”

Ibig sabihin, isa lang ito sa maraming ebidensiyang pwedeng ikonsidera ng korte sa pag-desisyun kung ano nga ba ang totoo.
Kung walang ebidensya ang kabilang parte para pasinungalingan ang police blotter, sinang-ayunan ito ng pulis, at may iba pang supporting evidence-
Pwede itong ituring na sapat para patunayan ang totoong nangyari sa insidenteng inireklamo.
Magagamit ang police blotter di lang sa mga kasong kriminal, kundi pati sa civil cases para sa danyos, at sa insurance claims.
